Taking this opportunity I would like to express my assurance that during the coronavirus infection pandemic for the Joint Stock Company “International Business Center”. (hereinafter referred to as the Company or the Lessor) there is nothing more valuable than the health of the people who work for our Tenants.
It should be noted that due to the spread of coronavirus infection (COVID-19), President of the Republic of Uzbekistan S.M. Mirziyoev emphasized that “universal compliance with sanitary requirements should be a priority”, and it was also voiced that with the deterioration of the epidemic situation quarantine measures will be resumed (strengthened).
In this regard, “the Special Republican Commission on the preparation of a program of measures to prevent the importation and spread of a new type of coronavirus in the Republic of Uzbekistan” is implementing measures to achieve epidemic welfare, Chief State Sanitary Doctor of the Republic of Uzbekistan on 11.05.2020 approved SanPiN-0372-20 “Provisional sanitary rules and regulations on the organization of the activities of government agencies and other organizations, as well as businesses in the context of restrictive measures in connection with the pandemic COVID-19. In addition, legislative acts have been adopted to increase the level of liability for breaches of quarantine regulations.
Based on the above, in order to create conditions for minimizing the risks of coronavirus infection spread in the Company’s buildings, the Landlord has taken a number of measures (including the provision of antiseptics, remote tags, organized thermography, registration of visitors at the entrances to the buildings, continuous processing of common areas Sanitary and Epidemiological Service, etc.).
However, the specificity of the virus indicates that a certain set of measures should be responsibly taken not only by the Lessor, but also by each Tenant of the office premises, as well as individually by each employee of the Tenants.
In particular, when organizing the work process and seating of structural subdivisions in the rented office premises, you should take into account the regulations established by SanPiN-0372-20. In particular, in order to ensure social distance, it is not allowed to exceed the maximum number of people who can simultaneously be in one office space:
up to 50 square meters – no more than 5 people;
up to 100 square metres, not more than 10 people;
up to 200 square metres, not more than 25 people;
more than 200 square metres – not more than 50 people.
Also, in addition to No. USA-41/7-110 of 11.05.2020, we repeatedly inform the managers of all Lessees that each employee of the Lessee is obliged:
– Be socially responsible, according to the quarantine conditions;
– when communicating with people, ensure that the social distance between them is at least two meters;
– immediately inform the Employer of the presence of symptoms of COVID-19 and contact with persons identified as having COVID-19 and quarantined in medical facilities (isolation units) or at home.
In addition, every employee of the Tenant must confirm that they have been warned:
– If there is an elevated body temperature (above 37º) or symptoms of COVID-19, he or she will be suspended from working with the medical service at the telephone number “1003”, as required by law;
– in case of violation of sanitary legislation or epidemiological rules, he may be held liable in the manner prescribed by law.
Along with the requirement to wear personal protective equipment (which the employer must provide workers with), we remind you of the established requirements for disposal of disposable personal protective equipment.
Thus, according to p.8.4 of SanPiN-0372-20, an employee has no right to remove the used personal protective equipment from the place of work. At the same time, at the end of the working day (shift) disposable personal protective equipment shall be safely placed in double plastic bags and then thrown (collected) in a specially designated container.
Containers for disposal of the double plastic bags of personal protective equipment will be installed on each floor of the building(s) in the stairwell adjacent to the open hinged balcony (smoking area).
Responsibility for the proper organization of the established norms and requirements within the premises you rent, as well as for the failure of Tenants’ employees to comply with all established requirements (including the placement of used personal protective equipment in double polyethylene bags) rests with the Tenants and persons acting as signatories in the lease agreements concluded with the Lessor.
In addition to the above, as a reference, we inform that many tenants have refused to walk on fire (evacuation) stairs (offered as an alternative to elevators). In this regard, there are 12 guest elevators and 2 freight elevators in the International Business Center building, the movement of which is limited to 3 (three) passengers (all Tenants’ employees should be informed about this).
Also, we urge you to keep the premises clean for eating, not to leave dirty (used, not washed) dishes, bread, leftovers of food on tables, cabinets, etc. Disposable containers, spoons, forks should be thrown in the urn. Do not pour the remnants of tea and food into the sink.
Using the right of the owner of the rental objects, taking into account the fact that in one building the activity is carried out by other Tenants, to create working conditions to protect the health of all workers carrying out their work in the rental objects under quarantine, the Lessor hereby requests within 3 days:
a) Issue an internal order “On measures to implement sanitary rules and regulations in quarantine due to the pandemic COVID-19”, according to the recommended form (attached), with subsequent forwarding to the Lessor a copy of the order before 15.06.2020;
b) Taking into account the changes in working conditions related to the organization of the labor process due to the COVID-19 pandemic, it is reasonable to conclude an additional agreement to the labor contract with each employee of the Lessee.
I would like to especially note that the pandemic has taught us the need to live in a different way and to clearly understand that only a common social responsibility towards each other, as well as minimizing the possible risks for each of us, will help us save the most basic resource – health.
We express our hope that the head of each organization, which is the Lessee of JSC “International Business Center”, with due responsibility will approach the new conditions and principles of organization of work at the rental object (taking into account the need to comply with sanitary requirements and standards), and the work team will demonstrate the ability to be socially responsible and thrifty to each other.
